Summary of Specifications:
Boulder County is requesting proposals from Hazardous Materials Consultants (“Consultant”) for environmental inventories, testing, site monitoring, reporting and technical assistance to support the HUD Community Development Block Grant for Disaster Recovery Property Acquisition and Elevation Program (“the buyout program”) administered by Boulder County. All project sites are located within incorporated or unincorporated Boulder County. Testing will occur primarily on vacant, County-owned or managed, or other public-agency-owned or managed land. There will be a limited number of sites where testing may need to occur on occupied, private property. Consultants are required to be capable of furnishing all labor, machinery, equipment, testing, hauling, materials and supplies to provide the services contained herein.
The selected consultant will first inventory and test (Phase One) and then oversee the successful mitigation (Phase Two) of asbestos and lead, as well as other hazardous materials, in order to comply with the U.S. Environmental Protection Agency (EPA) and the Colorado Department of Health and Environment (CDPHE) requirements, prior to demolition and clearance activities. Phase II will also include conducting a final inspection of sites from which hazardous materials were mitigated. The selected consultant will also be available to Boulder County to provide various technical assistance as it relates to the buyout program and environmental compliance as described within.
Specifications and a sample contract with a HUD CDBG-DR specific addendum are attached. The successful proposer shall execute the attached addendum as part of any contract with the county, and comply with all HUD CDBG_DR requirements set forth in that addendum.
