REQUEST FOR PROPSAL DARBY AGRICULTURAL OPEN SPACE CENTER PIVOT SPRINKLER, PROJECT A
Background The Agricultural Resource Division, Boulder County Parks and Open Space Department, is soliciting proposals for the installation of a “wiper style” center pivot sprinkler system, traveling in about ¾ of a full circle, covering approximately 100 acres. This system will be installed on the Darby Agricultural Open Space Property, Boulder County, which is located on Vermillion Road about a ½ mile west of Colorado State Highway 287. This farm was flood or furrow irrigated in the past, with the water source coming from the Highland Ditch, east of Highway 287, and delivered through the Townley Lateral. A second source of irrigation water is also available from the west in the Dunn Seep Slough.
The current Ag tenant of the Darby farm, and operator of the sprinkler system, is David Asbury. Mr. Asbury will be cost sharing in the project. The breakdown of the cost share for Mr. Asbury is the cost of the sprinkler hardware package. Boulder County Parks and Open Space will purchase all the ancillary equipment necessary to operate the sprinkler system, including the concrete pad for center pivot, all water conveyance systems, water control structures, and installation of electric service from new transformer pole to be installed by Poudre Valley REA.
A MANDATORY, pre-proposal meeting will be held on Wednesday, July 26th, 2012, beginning at 9:00 a.m., at 10800 Vermillion Rd., Longmont, CO 80504. Proposals will not be accepted from companies not represented at the mandatory pre-proposal meeting.
WAMBSGANSS AGRICULTURAL OPEN SPACE CENTER PIVOT SPRINKLER, PROJECT B
Background
The Agricultural Resource Division of Boulder County Parks and Open Space Department is soliciting proposals for the installation of center pivot sprinkler. The system will irrigate approximately 100 acres and will be installed on the Wambsganss Agricultural Open Space property of Boulder County located at 11910 Niwot Road, Longmont Colorado, also known as parcel #131536000018. The Wambsganss farm was flood or furrow irrigated in the past, with the water source coming from the west out of the Boulder & White Rock Irrigation Ditch. The current Ag tenant of the Wambsganss farm, and operator of the sprinkler system, is Craig Sterkel. Mr. Sterkel will be cost sharing in the project. We are requesting price quotes on two different configuration or options. • Option A includes a swing arm assembly to maximize the covered acreage of the center pivot, along with an end-gun. • Option B is just a straight center pivot with end-gun.
An aerial map of both options is included with this packet. The breakdown of the cost share for Mr. Sterkel is the cost of the sprinkler hardware package (Option B), less the swing arm assembly, (Option A). Boulder County Parks and Open Space will be purchasing all the ancillary equipment necessary to run the sprinkler system, including concrete pad for center pivot, swing arm assembly, set-up cost, all water conveyance systems, and installation of electric service from new service pole provided by United Power REA.

Jim Michal, Project Manager, along with the tenants, David Asbury (Darby) and Craig Sterkel (Wambsganss), will be completely involved in the projects and it is required that they be included in the inspection of each phase of construction. Upon completion of the project, final acceptance will be made by Boulder County, in its sole discretion.
The selected contractor will be required to enter into a Continuing Services Contract for the installation of the center pivot systems in this RFP and future projects for the installation/labor and materials for center pivots, project specific. The County reserves the right to enter into Continuing Services Contracts with more than one contractor.
Payment and Performance Bond requirements are addressed in the attached Sample Continuing Services Contract. Payment and Performance bonds will be required for bids over $50,000.00. Bonds must be received and approved, by the County, prior to work commencing. If applicable, a Notice of Final Settlement will be required.
The County reserves the right to withhold a retainage of up to ten percent (10%) on any or all payments until all of the work is accepted by the County.
Insurance requirements are addressed in the attached Sample Continuing Services Contract. All insurance requirements must be received and approved, by the County, prior to work commencing.

All inquiries regarding this RFP shall be submitted via e-mail to the Boulder County Purchasing Office at purchasing@bouldercounty.org on or before 4:00 p.m. on August 1, 2012. A response from the County to all inquiries shall be posted and sent via email no later than August 3, 2012.
