Summary of Specifications:
Boulder County Transportation is seeking bids from qualified contractors for emergency repair work.
Specifications and a sample contract with FHWA requirements are attached. The successful proposer shall execute the attached requirements as part of any contract with the county, and comply with all FHWA requirements set forth therein.
The Underutilized Disadvantaged Business Enterprise (UDBE) goal is 3%.
The CDOT Form 347, Certification of EEO Compliance, is no longer required to be submitted in the bid package. This form certified that the contractor/proposed subcontractors were in compliance with the Joint Reporting Committee EEO-1 form requirements. The EEO-1 Report must still be submitted to the Joint Reporting Committee if the contractor and subcontractors meet the eligibility requirements (29CFR 1602.7); we will, however, no longer require certification.
All bidders must submit CDOT Form 606- Anti-Collusion Affidavit and CDOT Form 714 – UDBE Bid Conditions Assurance and the Notice of Changes. Bids will not be accepted if they do not have these forms.
Bidders must be listed on the current Colorado State Department of Transportation's qualifications list to qualify. Proposals are requested for the furnishing of all labor and materials on a UNIT basis.
Bid security in the form of a Bid Bond, Cashier's Check or Certified Check, payable to Boulder County, in the amount equal to ten (10%) percent of the total amount of the Bid, to be retained by the County until a Contract is executed. If the successful Bidder should fail to enter into a Contract with the County to furnished bid, his check or bid bond will be held as liquidated damages; in which event the Contract may then be awarded to the next lowest bidder.
