Summary of Specifications:
The Boulder County Commissioners are seeking qualified vendors to provide administrative services to support the “EnergySmart” residential efficiency program. Since 2010, Boulder County in partnership with the Cities of Boulder and Longmont has managed and administered the EnergySmart residential service for county residents. To date, more than 12,250 households have enrolled in the program and collectively, have made over 13,000 retrofit improvements to their homes. Continuing onward, it is expected that 1,500+ homes each year will receive services from EnergySmart. Furthermore, the Board of County Commissioners of Boulder County, who direct this program have indicated an intention to adapt this one-on-one advisor based service to assist residents in also addressing renewable energy (mainly residential solar PV), and potentially transportation, water conservation, and solid waste diversion efficiencies.
The EnergySmart service has been built upon the energy advising model whereby, an assigned expert energy advisor guides the homeowner through every step of the energy efficiency retrofit process by coordinating the energy assessment (optional), interpreting assessment results and/or homeowner feedback for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the program has also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system.
