Boulder County is requesting responses to this RFP from qualified consulting firms to perform FEMA PA Technical Assistance Services related to disasters DR-4145 and DR-4229.
SCOPE OF SERVICES
The successful proposer(s) will assist Transportation Department staff in preparing scope change requests for its FEMA Public Assistance (“PA”) Category C Project Worksheets (“PW”). The selected consulting firm will place one or two full-time staff in the county’s office for approximately three to four months, beginning immediately. Additional reach-back/ remote support shall be available in the form of administrative, financial/accounting and policy expertise in order to supplement on-site personnel and Boulder County staff. Upon the completion of the immediate task, assistance shall continue remotely until new PW versions are obligated, and beyond to address eligibility issues and support future scope change requests.

Provide a cost estimate, applying your rate sheet, and estimating other direct costs with the following assumptions: 1 person on-site for a total of 75 days (600 hours) (November through February), 100 hours of remote administrative support, 100 hours of remote financial/ accounting support and 100 hours of remote project oversight and high level policy analysis/ technical assistance. Assume three mobilizations or flights to/from DIA.
