Description

The Boulder County Parks and Open Space Department (BCPOS) is seeking proposals from qualified and experienced design and construction oversight consultants for a Project that will complete critical stream repairs and protect infrastructure to improve resiliency and enhance overall habitat values for target species on St. Vrain Creek. The subject reach is located on Boulder County’s Western Mobile Open Space property south of 5700 Ute Highway, Longmont, Colorado 80503. Before July 31, 2020 the selected Consultant will complete all aspects of the Project including design, permitting and construction oversight services. Consulting services shall be led by an experienced Project Manager with demonstrated experience with Colorado water rights related to ditch diversions, irrigation diversion structures that incorporate fish passage, river modeling and scour analysis, aquatic and riparian ecology, aquatic nuisance species, and natural channel design or similar tools.

St. Vrain Creek, in the vicinity of this project area, was severely altered during the September 2013 floods which caused significant aggradation, channel migration and vegetation loss. The project reach includes the ditch channel supplying the Longmont Supply and the Chapman and McCaslin ditches, and a small portion of the Baker and Weese ditch. This project will involve 3rd party engineering review and approval from the Longmont Supply Ditch Company and Chapman and McCaslin Ditch water rights owners. Stakeholder engagement will be an essential part of the design process. The maximum project boundary is shown in Attachment D.
The Project includes engineering design, permitting and construction of the following restoration components:

A low-maintenance bypass structure that will divert decreed water rights and sustainably direct high-energy flows and sediment away from the headgates, provide fish passage, tie into previous work, and improve ecological services in the Project area.
Modifications to the remnant Baker and Weese ditch that will protect adjacent infrastructure repaired since the 2013 flood.

A Mandatory Pre-proposal meeting is scheduled, starting promptly at 1:00 p.m., Monday, April 22, 2019. Interested parties are to meet at the Boulder County Parks and Open Space Administrative Building at 5201 St. Vrain Road, Longmont, Colorado, 80503. Bidders will be asked to sign-in and a brief Project orientation will be given. Instructions for vehicle pooling to the Project site will be addressed. Parking is very limited at the Project site and access is partly via private property; therefore unescorted, individual site visits are not permitted. Bids from firms not represented at the mandatory, pre-proposal meeting, and site visit will not be accepted. The site tour will be completed by 4:00 p.m.
