Summary of Specifications:
Boulder County Parks & Open Space (BCPOS) is accepting proposals from qualified and experienced firms to secure engineering services for the rehabilitation of two existing reservoirs located at Pella Crossing and two reservoirs located at Marlatt Open Space located immediately south of the Town of Hygiene; Pella Crossing is on the east side of North 75th Street and Marlatt directly to the west, in unincorporated Boulder County, Colorado. The four reservoirs were created as reclamation of depressions that resulted from construction materials mining and now exist as open space reservoirs. The services are needed to repair damage that occurred to the four reservoirs, and separating berms, during the flood of September, 2013. The repairs shall be in compliance with the State of Colorado, Department of Natural Resources, Division of Water Resources, Office of the State Engineer, Dam Safety Branch (SEO) “Rules and Regulations for Dam Safety and Dam Construction.” Funding for the Project is expected to occur from a combination of FEMA Public Assistance (PA) and related public funds, and funds from the project owner. The selected engineering firm will have 90 calendar days to complete an evaluation and preliminary design of the rehabilitation of these four reservoirs. A second and immediately following phase of the project will be to prepare final design, and construction documents. A third phase will be to provide engineering services during the construction. Specifications and a sample contract with a FEMA specific addendum are attached. The successful proposer shall execute the attached addendum as part of any contract with BCPOS, and comply with all FEMA requirements set forth in that addendum.
