Summary of Specifications:
The Boulder County Parks and Open Space Department (BCPOS) is accepting proposals from qualified and experienced engineering firms to secure design plans and hazard mitigation measures for rebuilding the entry road on the Hall Ranch 2 property near Lyons, CO. Large portions of this road were damaged by flood waters from St. Vrain Creek during the September 2013 flood event. The flooding and high water velocities stripped sections of the gravel road surface, eroded gullies through the road surface and sub-base, damaged culverts, caused debris flows across the road and clogged roadside ditches with sediment and debris. Most significantly, the high water completely eroded a 240 foot section of the access road where the South St. Vrain Creek shifted its channel into the road alignment.
The purpose of the project is to restore the only access road into the Hall Ranch 2 property and to secure mitigation measures that provide protection from subsequent events. The Project site is located at 1450 Old St. Vrain Road, Lyons, CO 80540.
The consultant selected will have ninety (90) days to complete the design work and submit all permits listed in this RFP. The successful consultant must have a Professional Engineer licensed in the State of Colorado, review and stamp all design and hazard mitigation plans and reports. The construction phase will be bid out and managed by Boulder County. The construction phase is anticipated for the spring and summer of 2016. The selected consultant will need to be available for Construction Assistance, as detailed in the Scope of Work section.
The project is a two-phase project, design then construction which will go out to bid at a later date. By bidding on the design phase, if awarded, bidder acknowledges that although a bid can be submitted for construction, the bid cannot be awarded to the same contractor and/or subcontractor of the contractor that provided the design phase work.
