Summary of Specifications:
On February 2, 2012, the Boulder County Board of County Commissioners (BOCC) approved a temporary moratorium on the processing of oil and gas permits in order to update the County’s Comprehensive Plan and Land Use Code. On August 15, 2012, the Boulder County Planning Commission adopted changes to the oil and gas policies in the Comprehensive Plan. The BOCC adopted Resolution 2012-142 approving the updated oil and gas Land Use Code amendments on December 20, 2012. Development plan review (DPR) is the primary local procedure for oil and gas operations in Boulder County. The County’s Land Use Department coordinates the DPR process. Other departments, offices, and agencies in the County that assist with the DPR process, include Transportation, Parks and Open Space, Public Health, County Attorney, and Emergency Management. County staff from these offices will help review oil and gas DPR applications and administer the DPR oil and gas program. Two types of consultants will be selected: satellite and local consultants. Satellite consultants work from their own offices, communicating with County staff via phone and email. Local consultants will also work primarily from their own offices to perform permit reviews; however, they are also able to drive to Boulder to conduct work on site if necessary. The County anticipates selecting a minimum of two proposals for each type of consultant. Once selected, consultants will remain on the short list for an extended period of time. The amount of work associated with this RFP will depend on the number of DPR permits submitted by oil and gas operators to the County, and it is expected to vary from year to year.
