Summary of Specifications:
Boulder County Parks and Open Space (BCPOS) is accepting proposals from qualified and experienced engineering firms to secure professional consulting and design services for the rehabilitation of St. Vrain Creek at selected locations where stream bank breaches and directly related flood damages occurred during the flood of September 2013. The breaches of interest occurred in the reach between the U.S. Highway 36 Bridge east of Lyons and Hygiene Road Bridge, in rural Boulder County, Colorado. The “Location Exhibits” in Attachment D show the locations of the nine breaches described in this RFP. The requested services are needed to repair the breaches, the immediately adjacent related flood damages, and the avulsion of the St. Vrain Creek channel to a state that allows the creek to exist in a stable and resilient condition. This repair shall be in compliance with the State of Colorado, Department of Natural Resources, Division of Water Resources, Office of the State Engineer, Dam Safety Branch (SEO), “Rules and Regulations for Dam Safety and Dam Construction”, and other applicable requirements. The project is a cooperative effort of BCPOS and other entities.
A mandatory pre-bid meeting has been scheduled for Tuesday, February 16, 2016. This mandatory meeting will take place from 1:45 p.m. and continue through 5:00 p.m. Proposals from firms not represented at the mandatory, pre-bid meeting, and site visit will not be accepted. Interested parties are to meet at the BCPOS office at 5201 St. Vrain Road, Longmont, Colorado, 80503. Bidders will be asked to sign-in; a brief project orientation will be given and instructions for vehicle pooling to the project sites will be addressed. The parking area is very limited at the project sites and access is partly via private property, unescorted, individual site visits are not permitted.
All inquiries regarding this RFP shall be submitted via e-mail to the Boulder County Purchasing Office at purchasing@bouldercounty.org on or before Monday, February 22, 2016, by 2:00 p.m. A response from the County, will be posted and sent via email no later than Wednesday, February 24, 2016, 2:00 p.m.
