The primary goal for this project is to improve the operational effectiveness and financial sustainability of the Boulder County Recycling Center (single stream MRF and drop off center) which is owned by Boulder County and operated by Eco-Cycle. The selected consultant will assist the Boulder County Resource Conservation Division (RCD) with a procurement process for operation of the Boulder County Recycling Center (BCRC). Key aspects of the procurement include:
Development of a request for proposal (RFP) including a revised Operations Agreement
between the operator and Boulder County
Participate in the evaluation of proposal responses to the RFP
Advise bid review committee on recommendation to the commissioners for selection
Operations Agreement negotiation with awarded vendor (optional)
Implementation and start-up services (optional)
The current Operations Agreement with Eco-Cycle expires on December 31, 2016, and is planned for renewal through June 30, 2017.
The Boulder County Recycling Center processes single stream recyclable materials for shipment to recycling mills. The facility processes over 45,000 tons a year and has the capacity to process 75,000 tons a year.
The BCRC was originally built in 2000 as a dual stream MRF, retrofitted to process single stream recyclables in 2008, and subsequently further retrofitted in 2012 to improve single stream processing operations. Equipment upgrades are currently planned.
