Summary of Specifications:
The Boulder County Parks and Open Space Department (BCPOS), is accepting proposals from qualified and experienced firms to secure geotechnical engineering services related to the Swede Lake Dam and Reservoir Rehabilitation (Project). Rehabilitation of this dam and reservoir to restore it to a condition which enables it to store its decreed water rights is the current preferred option for providing agricultural irrigation water to the Boulder County AHI Property immediately adjacent to the reservoir. The items of rehabilitation are directly related to a long history of dam and reservoir use in combination with a lack of significant maintenance. The dam has a number of identified deficiencies that require repair before the dam and reservoir is returned to service. BCPOS believes that the feasibility and cost of rehabilitating the earth embankment will drive whether rehabilitation will proceed or an alternative water storage site will have to be identified. The dam is a jurisdictional structure and its repair shall be in compliance with the State of Colorado, Department of Natural Resources, Division of Water Resources, Office of the State Engineer, Dam Safety Branch (SEO) “Rules and Regulations for Dam Safety and Dam Construction.“ This project is not a FEMA flood recovery funded project. The selected engineering firm (contractor) will have 90 calendar days to complete the field work, laboratory testing, geotechnical evaluation, geotechnical report, and preliminary geotechnical design from the date of the written Notice to Proceed notification. Future phases of work and the evaluation of other technical elements of the project are contingent upon the results of this investigation.
