NPSS1 CFAA 2025000044 - Paper w/Embedded Decals for Vehicle Registration - Sole Source Notice

The Colorado Department of Corrections (CDOC) states herein its belief that only one source, RR Donnelly & Sons, exists from which to obtain specifically designed Motor Vehicle registration paper that has embedded decals for Reflective Registration tags/stickers. RR Donnelley is the intellectual property owner of the RRD SecurCoat coating for Retro Reflective Decals, and the features associated with it and the process to produce it such as: Toner fusion  enhancement, tamper evidence features, and convert security options for features utilized by the State of Colorado, Department of Motor Vehicles.  

This Notice of Proposed Sole Source has been published to allow any prospective competitors or other interested parties to submit comments and/or an objection to the determination that RR Donnelley & Sons is the sole source from which to purchase registration paper with embedded decals with the required security features. Any such comments or objections concerning the purchasing from this proposed sole source vendor, may be submitted through bidnetdirect.com//cdoc

Sole Source Notice has been published for 3 business days in accordance with C.R.S. 21-106-103(5).
