The City and County of Broomfield (the “City”, “CCOB” or “Broomfield”) acting through the Transportation Division of the Community Development Department is soliciting written proposals from all qualified individuals, organizations, firms, or other entities, whether for-profit or not-for-profit to identify the Broomfield community's unmet transit and mobility needs and to complete a Transit Needs Assessment. The Transit Needs Assessment will make recommendations based on the project findings. The City intends to move forward with critical elements of the Transit Needs Assessment as pilot projects upon completion of the assessment.

Additional Bidding Instructions

The City is issuing this solicitation as a fixed lump sum price contract. The Respondent shall submit a Cost Proposal/Budget in the format of their choosing which includes the firm fixed price for the work including the estimated work hours by task (high level only Task 1, Task 2 etc.), materials and any equipment cost to complete the project. The Cost Proposal/Budget shall include all other costs applicable to the project, including any not directly mentioned in the RFP.
The Respondent may provide pricing for any value added costs and innovations which may be of a benefit to the City, and which are not outlined in the draft scope of work. Pricing for additional value added items shall not be included in the fixed lump sum pricing provided above, but shall be provided as a separate line item with a detailed description of any work, materials, estimated hours and equipment charges, as applicable. Submission of these value added costs, in no way commits the City to any additional services, and shall be at the City’s discretion.
The Cost Proposal/Budget, post negotiation, shall become the pricing sheet included in the final agreement. Please be sure that in the PDF submissions, this section is easily detachable from the rest of the proposal.
