2016-149 - Construction of Burlingame Ranch Single Family Homes

The City of Aspen developing an affordable workforce housing subdivision at Burlingame Ranch in Aspen, Colorado. Burlingame Ranch is located approximately 3 miles northwest of downtown Aspen and can be accessed from State Highway 82 by turning East onto Harmony Road and following Harmony Road for approximately 1/2 mile to Burlingame Ranch.
 
The scope of work for this request for proposals entails construction, handover and 2-year warranty of four single family homes located on separate lots at 209 & 221 Forge Road and 500 & 510 Paepcke Drive. Burlingame Ranch is a fully-occupied, family-oriented neighborhood, and due to the close proximity of existing occupied buildings and the presence of numerous children, special care is needed to minimize construction impacts to the surrounding residential neighborhood. The selected contractor must provide weekly notification of construction impacts to the property manager, and the property manager will inform the neighborhood residents of such impacts. The selected contractor must be prepared to receive weekly (and occasionally daily) feedback on performance related to neighborhood impacts, and must also be prepared to make reasonable adjustments as needed.
 
The City of Aspen has obtained the necessary building permit approvals, and work may begin as soon as practical. The four homes, each on nearby lots, are expected to be constructed simultaneously or may be constructed on a slightly staggered timeline. Construction of the four single family homes may commence in early 2017, conditions permitting, and it is desirable for the homes to be ready for move-in prior to the end of 2017 or thereabouts, to the extent possible. Contractor must submit a proposed schedule as part of the proposal.
 
Each of the homes is reserved by a home buyer. The home buyers are scheduled to purchase the homes and move in immediately upon CO. The home buyers shall each be provided a $50,000 customization budget, which will be limited to customization of finishes, and which will not be allowed to facilitate dimensional changes to the homes. Selected contractor must manage the finish customization process by working with the architect and each of the home buyers.
