The purpose of this Request for Proposals (RFP) is to solicit professional services from qualified vendors to provide analysis and recommendations for the City of Aspen’s development fees and structure. The City is seeking professional advice as to the appropriate level and how to best structure these fees to ensure that the targeted cost (direct and indirect) recovery targets are achieved for development review efforts.
The predominate development fees are denoted in the City’s Community Development and Engineering Departments, but also extend to other departments such as Utilities, Parks, Environmental Health, and Aspen Pitkin County Housing Authority (APCHA),
which collect fees for their review services.
It is anticipated that much of this contract work can be performed remotely and that initial data collection efforts can largely be accomplished by City staff. However, at least one initial kick-off visit with City staff, an initial stakeholder meeting with City staff and the outside development community, plus a wrap-up meeting with City staff and the development community along with a final presentation visit with Council would be required on site.
