2020-084 - Utility Online Bill Payment System

The City of Aspen is requesting proposals from interested and qualified vendors for a Utility Online Payment System. The proposed software should accommodate all current City utility online payment processes and procedures, as described in the requirements in Exhibit 1 (System Requirements). 
The new system will replace the Utility Department’s current online payment system, Invoice Cloud.  The current system provides those with utility accounts the ability to register online if they wish, make individual or multiple payments, schedule payments out into the future, pay using a variety of payment options, and sign up for paperless payments.  It integrates with MUNIS (the primary utility billing management system) and DataProse (responsible for the mailing of paper utility bills).  Of note, a significant number of properties within the City boundaries are managed by third parties (typically property management companies).  Therefore, the new system must be capable of handling 1) payments by an individual and 2) payments made by a third party for multiple clients. The ability for such third parties to link and handle the accounts for which they are responsible via a single login, and without complications or errors, is essential.
