PRE-QUALIFICATION
Prime Contractors have been pre-qualified for this Invitation to Bid. Bids shall not be accepted from firms other than those pre-qualified firms on this solicitation. This advertisement is for the
sole purpose of identifying this procurement action to potential subcontractors who may wish to participate through the selected prime contractor. The pre-qualified contractors for this

Aurora’s Martin Luther King, Jr. Library and Municipal Service Center is located at 9898 E. Colfax Ave. in what is commonly referred to as “Original Aurora” or “North Aurora”. The Michael Brendle
designed building was opened in April 2005 with a branch library (Martin Luther King Jr Library), meeting spaces, and small café occupying most of the first floor and other city offices on the
second floor. The first floor café and the second floor offices are now largely unoccupied and the city wishes to remodel the spaces for library programming. The remodel will allow use of the additional space for activities to align with the Library’s mission to empower the members of our community to Live, Learn, and Achieve. The remodel will activate the unused space and enhance the energy of the building by providing a welcoming and inviting space for residents of all ages to engage in a variety of activities.
The project will be funded by a Federal Economic Development Initiative Community Project Funding (CPF) grant. This project will not be subject to Davis-Bacon (prevailing wages) nor Buy
America, Build America. However, the project will conform to other federal procurement requirements. The Contractor may need to provide information as requested in a method that is
in compliance with grant requirements.
Improvements are estimated at $1.9-$2.3 million and may include, but are not limited to, the following:
• Code compliance must be achieved throughout the Project;
• Selective demolition of floors, walls, and ceilings;
• Construction of new walled spaces;
• Paint and flooring throughout;
• Construction and relocation of plumbing fixtures;
• Lighting upgrades;
• Installation of vinyl graphics, wayfinding signage, and ceiling elements;
• HVAC improvements and additions;
• Add access controls;
• Coordination with furniture vendors;
• Fire protection demo and installation
The first floor will be wholly occupied for the duration of construction with customers continuing to access services. First floor improvements may require evening and/or weekend work. An office adjoining the second floor area under renovation will be occupied for the duration of construction. Construction should be phased in coordination with the selected contractor and owner to allow operations to continue uninterrupted. Refer to drawings for additional information.
The design drawings have completed permit review and the project is ready to be permitted upon identification of the selected contractor.
Important items of note:
• Construction will begin January 2025 and is anticipated to conclude no later than August 2025. Preconstruction activities can occur prior to this date.
• The Martin Luther King, Jr. Library and Municipal Service Center will remain open to staff and to the public. It is imperative that this project does not impede day-to-day operations. Work that is particularly disruptive in terms of noise, odors, and/or utility shutdown will be performed outside of normal business hours. Dust partitions are required. Refer to drawings for additional information.
• Contractor should assume movement of library shelving to accommodate first floor activities as shown in drawings in bid price.
Bid Alternates
Refer to drawings for full bid alternates. In Summary:
• Alternate 01 is limited to carpet replacement and repainting walls surfaces as indicated in spaces with notes S65 and S69. See drawings for full details. Base bid to include all other upgrades at main level library space including, but not limited to replacing the main service point, accent paint and environmental graphics, and acoustical ceiling/wall treatments
• Alternate 02 is limited to replacing the frosted glass units with vision glass at the 2nd level east exterior wall as indicated on the drawings.
• Alternate 03 can be broken down as follows: Base bid should include no modifications to that room. The casework is left as is. The alternate pricing should include all changes indicated in the drawings including (but not limited to) demoing the existing casework and installing new casework and the associated MEP changes.
• There is a dotted line on page AD101 level 1 demo plan in meeting rm's 122, 124,128, & 126. This line indicates location of existing operable partition which is to remain as is. Base scope in this room is limited to patch and repair as needed for electrical/plumbing changes to level above. Repainting in this area is an alternate
Award Funding: This project is being funded, in whole or in part, by a Federal Economic Development Initiative Community Project Funding (CPF) grant., and must therefore follow all applicable Federal, State and local regulations or restrictions.
This solicitation and the resulting contract shall be in accordance with Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, 2 C.F.R. Part 200.
The successful Contractor must be registered on the SAM.gov website and will be required to provide their Unique Entity ID number to the City prior to award.
Davis Bacon requirements do not apply to this award.
Work not specifically called for, but which must be accomplished to construct the work required under this contract, shall be considered as a part of this contract, whether or not specifically
detailed.
