Summary of Specifications:
1. Public Outreach (Part A) It is important for the residents of Lakewood and Edgewater to feel a part of and contribute towards the Walker-Branch Park design. a. Consultants, Edgewater Parks & Recreation and City of Lakewood Parks & Recreation will meet to plan the process, gather input, establish goals and criteria, and determine the public notification protocol. b. With the assistance of a consultant, the group will organize an Open House event for the Cities residents, stakeholders and other interested parties to share ideas with the design team. The Open House will occur on a weekday evening nearby the park, bilingual informational flyers posted in key nearby locations, and it is anticipated that all Lakewood residences within one (1) mile of the park will be notified of the event. c. Boards will be presented at open houses and will be used for attendee voting. Project planners and staff will be on hand for one-on-one conversations, and participants can write on presentation boards, comment cards, make suggestions or pick preferred images that reflect what they’d like to see at the parks/sites. d. Public handouts will be made available in English and Spanish, and a Spanish translator will be in attendance to assist with Spanish-speaking attendees. e. Consultants will compile all comments and create a summary. We will ultimately make design direction decisions in future phases based on this public input. f. Deliverables: Memorandum summarizing feedback and preferences by the communities of Lakewood and Edgewater. 2. Design Updates a. Consultants will review Open House findings. b. Consultants will present Open House findings to both Edgewater and Lakewood Parks & Rec staff and boards (Staff). c. Park master plan design updates will then be created to address, but not be limited to, park structures, landscaping, facilities/uses, event programming, parking, circulation, and safety. d. Two (2) to three (3) additional illustrative graphics will be created following the session to show before and after ideas, and help define the character and direction of the future park. e. The new concept plan and graphics will be presented to Staff for final changes before presentation to the public. f. Deliverables: One (1) hand-drawn preliminary master plan (diagram-level), and two (2) to three (3) illustrative sketches. 3. Feasibility Study a. Team will analyze the concept plan for preliminary cost estimation and construction phasing. Costs and constructability will be estimated in order of magnitude at this stage. Phasing of construction will also consider potential impacts such as multiple mobilizations, accessibility, utilities, infrastructure, and general scheduling. b. Non-site guidelines (policies, programming, etc.) will be further analyzed for practicality and impacts. c. Meet with Staff to present summary of preliminary costs and feasibility. Construction phasing will also be discussed for recommended modifications. d. Make any requested revisions to the concept plans and graphics. e. Deliverables: Preliminary cost estimate, Construction phasing summary, plan & graphic revisions 4. Public Outreach (Part B) a. Team will organize a second Open House for the public to review the final preferred concept and illustrative graphics, as well as associated costing and phasing needed for support. Comments and feedback will again be requested from attendees. b. Public handouts will again be made available in English and Spanish, and a Spanish translator will be in attendance to assist with Spanish-speaking attendees. c. Consultants will summarize all comments, compile and present to Staff for review and recommendation on any potential plan/graphic refinements. d. Team will make any necessary changes to design, cost estimates and phasing plan as discussed and agreed with by both cities. e. Team will provide updated plans and information to Staff for review. f. Once approved, both Edgewater and Lakewood Parks & Rec departments will sign off on the final concept and associated information. g. Deliverables: Memorandum summarizing feedback and preferences by community; final preferred concept plan for Walker-Branch; and updated cost estimate and phasing plan. 5. Approval & Master Plan Update a. Consultants will meet with Edgewater’s & Lakewood’s City Councils to present a summary of this additional process for Walker-Branch, the preferred plan, and policy recommendations. Our objective will be to gain preliminary approval to incorporate the updated information into the overall Parks Master Plan. b. Once approved, the Team will make final amendments to the Master Plan narrative, plan, graphics, and policy guidelines. c. Consultants will present the updated Master Plan to the staff and Boards for any final comments and revisions. d. Once potential revisions are complete, Consultants will present the revised Master Plan and summary booklet to City Councils for final approval and adoption. e. The Plan’s executive summary will be updated as needed, and made available in English and Spanish. f. Fifteen (15) copies of the revised Master Plan document will be provided to each City, as well as one (1) digital copy in PDF format. g. Deliverables: Process summary presentation with documentation; memorandum of Council feedback and next steps; and final updated Master Plan booklet (fifteen [15] bound copies and one [1] PDF copy).
