Summary of Specifications:
I. Introduction
The City of Evans (City) is requesting proposals from engineering firms to develop a new Water Master Plan. This plan is intended to tie water conversation and planning, water distribution system analysis, water transmission and coordinated water treatment into one comprehensive document. This master plan will assist the City in land use, capital improvement and utility service planning efforts.
The following documents can be made available to interested firms in the preparation of your proposals:
1. Water Master Plan Update ¡V May 2005 (HDR) 2. Water Conservation Plan ¡V 2009 (ClearWater Solutions) 3. Regional Water Transmission and Treatment Feasibility Study ¡V 2014 (Farnsworth)
The reports noted above have been prepared independently and the City seeks a comprehensive yet simplified document to help guide its water planning efforts.
II. Purpose
The purpose of this request for proposal is to engage the services of a qualified engineering firm to compile, evaluate, combine, analyze, recommend and prepare a final Water Master Plan for the City. This Master Plan will be based on previously built reports as noted above and further refined based on other, current City planning efforts. The final report shall be a representation of current community planning efforts coupled with community values and strategic direction.
The City is expecting a dynamic firm that can represent, present and communicate complex water planning issues into a comprehensive Master Plan that will form the basis for City water planning for years to come. The primary categories of the Master Plan shall include:

The City is open to suggestions from firms on how the plan is developed, written and presented. However, the primary categories noted above should be addressed in the plan.
