RFP72122 - Update to Transportation Impact Fees

The City of Evans (City) is soliciting proposals from qualified contractors for the update of the transportation impact fees imposed on new development to meet the demand generated by development.
Transportation impact fees were last reviewed in detail as part of a 2015 impact fee study. The current rates are calculated using a plan-based approach for system improvements, including arterial roads, and signalized intersections. Trip generation rates by type of development were multiplied by the total cost per unit of trip capacity to yield the impact fees. The plan-based approach for road improvements in Evans reflects those planned improvements that will increase system capacity.

The City seeks an update to the methodology used in arriving at impact fee calculations. This update shall be based on needs identified in the recently completed City of Evans Multi-Modal Transportation Master Plan, with transportation needs and priorities identified through extensive community involvement and city council leadership. The City currently serves a population of approximately 22,165 people with a new Community Master Plan that projects growth rates and future land uses for the City and surrounding area.
