Summary of Specifications:
The City of Grand Junction will receive sealed bids at the Office of the City Clerk at City Hall, 250 North Fifth Street, Grand Junction, Colorado, 81501, until 2:00 p.m. on Tuesday, November 1, 2011 for the 23 Road and G Road Intersection Reconstruction Project. All bids will be opened and read aloud in the City Hall Auditorium immediately following the submittal deadline. This project generally consists of the reconstruction of the 23 Road and G Road intersection as a roundabout with concrete and asphalt pavement, the installation of 410 LF of 60” RCP, 100 LF of 36” RCP, 86 LF of 24” RCP, and 314 LF of 18” RCP. The project is funded through the Federal Transportation Equity Act for the 21st Century of 1998 (TEA-21), administered by the Colorado Department of Transportation (CDOT). Federal Aid Project No. SHO M555-027, Project Code: 16730. Underutilized Disadvantaged Business Enterprise (UDBE) goal: 6.18%. The On-the-Job Training goal for this Project is set at: 0 Hours. A pre-bid meeting will be held at 2:00 p.m. on Monday, October 24, 2011 in the City Hall Auditorium at City Hall. Attendance at the meeting is mandatory for general contractors submitting bids. The City Clerk’s Office will stamp the date and mark the time received on all bids. Bids received after the date and time indicated on the Invitation to Bid will not be considered. The City is not responsible for delays occasioned by the U.S. Postal Service, the internal mail delivery system of the City, or any other means of delivery employed by the Bidder. Each Bid shall be submitted on a form furnished by the City and must be accompanied by a certified check, cashier’s check or Bid Bond in an amount not less than 5% of the total amount of the Bidder’s bid proposal, without conditions, made payable to the City of Grand Junction, Colorado. The successful low Bidder will be required to furnish a Performance Bond and a Labor and Material Payment Bond, both in the amount of 100% of the total Contract amount, in conformity with the requirements of the Contract Documents and on forms provided by the City. Contractors submitting bids must be prequalified in accordance with the City's "Rules and Procedures for Prequalification of Contractors," and Contractors shall be prequalified with CDOT in accordance with Section 102 of CDOT Standard Specifications for Road and Bridge Construction. All bids will be opened, but the City will reject bids from contractors who have not been prequalified with the City and CDOT. The City of Grand Junction ensures that Disadvantaged Business Enterprises (DBEs), participants in the Emerging Small Business (ESB) program will be afforded full opportunity to participate in response to this invitation and will not be discriminated against on the basis of race, color, religion, sex, or national origin. The CDOT Form 347, Certification of EEO Compliance, is no longer required to be submitted in the bid package. This form certified that the contractor/proposed subcontractors were in compliance with the Joint Reporting Committee EEO-1 form requirements. The EEO-1 Report must still be submitted to the Joint Reporting Committee if the contractors and subcontractors meet the eligibility requirements (29CFR 1602.7); we will, however, no longer require certification.
