The City of Greeley desires to contract with a property management company or local landlord to master lease 15-20 one-bedroom units in the City of Greeley. Ideally the units would be close to transportation access and other social service providers in the community. The number of units will depend on cost. The City will use these units to move people quickly from homelessness into housing. The units must comply with City Code and inspection standards.
The City of Greeley will provide intensive case management services, including at least two home visits a week and after-hours on-call services to anyone placed in these units. The case managers will work with each client to maintain housing and help them move into other City of Greeley programming or community programming. In addition, the City of Greeley will provide a housing specialist to help address any concerns that may arise between the landlord and the tenants being housed.
A master lease is a legal agreement through which a master tenant leases a unit or multiple units from a property owner, who then subleases units to subtenants. Master leasing can be an effective and efficient approach to providing bridge housing. It provides a way to access housing units that would probably otherwise be unavailable to the population served by the Homeless Solutions Department. Under a master lease agreement, the property owner maintains ownership of the unit(s) while the master tenant assumes some or most of the property management responsibilities.

The overarching goal for this project is to move up to 20 individuals quickly from homelessness into housing. The City would like to contract with a property management company or local landlord to lease stable, consistent housing to individuals working with our intensive case management programs. The goal is to start this program by October 10, 2024, and end by December 31, 2025. The full budget amount for this project is for 15-20 one-bedroom units depending on cost.
