F24-06-047 - Street Light Conversion Feasibility Study

The City of Greeley currently primarily facilitates the management of the city’s streetlights through two separate franchise agreements. The definition of streetlights within this RFQ also includes lighting that is in parks and other parking lots. One with Xcel Energy and another with Poudre Valley REA (PVREA), with the City owning and operating a small amount of the remaining streetlights. Although Xcel Energy currently maintains and owns the majority of the city’s streetlights, the city’s current growth is primarily focused in the PVREA’s territory. The City of Greeley intends to evaluate how a transfer of ownership could facilitate an improved level of customer service for our residents (e.g., use of smart lighting technology) and a potential return on investment (ROI) for the City of Greeley financially through the conversion of the remaining lights (~48%) to LED and/or solar streetlighting.
