Proposals must be received electronically on BidNet no later than the Bid Deadline.
Proposals will be time-stamped by the Rocky Mountain E-Purchasing System upon receipt.
The City will only accept proposals submitted BidNet and will not accept hardcopy
proposals, or proposals submitted by any other means.
