Summary of Specifications:
The City of Lone Tree, Colorado is seeking proposals from qualified applicants for redesign of the City’s website, www.cityoflonetree.com, to create an updated, user-friendly, service-oriented source of public information. DESIRED FUNCTIONS FOR INTERNET SITE Proposals should provide solutions and examples for each item listed. I. Website Functions and Features • Citizen request management tool, allowing users to submit complaints and requests and interact with the City in order to resolve requests. This tool should include the ability to generate reports on the back end and allow users to upload files on the front end • Interactive form development tool • Visible and easily editable alert notifications with links to critical information • Event calendar functionality with user friendly content creation, maintenance and management. Ability to separate events based on type (community event vs. public meeting, etc.) • Resource directory functionality to list businesses and homeowners’ associations • Contact/staff directory functionality – email addresses associated with directory listings shall be obscured from automated methods of email address collection • Document repository with built-in filter, sort, search and location-finder capabilities • Online help or frequently asked questions (FAQ) functionality • Photo gallery and slideshow functionality that can be added to page design • Video display and archive functionality that can be added to page design • Email management tool that includes the ability to maintain different subscriber lists, personalize the email format and schedule message delivery dates and times in the future. Subscribers should have the option to subscribe to text message notifications and should have the ability to create, manage or change their subscription preferences and reset passwords (self-service) • Human Resources management tool that allows for applicants to search jobs and submit applications online and for staff to track and manage job postings through the hiring process • Imbed content from other external websites such as ESRI and BAIR Analytics and internal applications such as DOCUWARE • Imbed HTML code to display graphical elements • CAPCHA – Human verification for subscription or account setup and/or emails II. Website Design • Consistent, user-friendly, up-to-date design incorporating the City’s graphic standards • Review the current site and suggest ideas for re-organization and best practices • Redesign the home page with space for announcements, alerts, events calendar, and engagement opportunities • Responsive design for seamless mobile viewing – web pages shall open to fit user screen size dynamically • Compatibility with multiple browsers including Internet Explorer, Firefox, Chrome, Safari, and other Macintosh browsers • Assist the City with content transfer, including suggesting images and photographs • Specify the graphic design and layout for the site in a “mock-up” format before formal adoption and approval is granted • Optional Feature: Design solutions for internally hosted secondary home pages such as Economic Development, Police Department and Special Events III. Content Management • Standard font and color choices • Simple navigation that allows City staff (non-technical users) to create, edit, and publish content quickly and easily • Workflow system for different access levels and content approval based on user roles • Reports that display user activity, broken links, page history, etc. • Track changes to individual administrators • Date-controlled capabilities to publish and un-publish content • Content preview function prior to publishing • System allows for content-related metadata and alt tags on images • Archive of all previous page versions and deleted pages • Automatic spell check and grammar alerts incorporated into the content management system • Content publishers may assign multiple content records to a single link, allowing for rotating content • Pre-created templates to assist in the development of new content • News and events categories, including the ability to feature certain items and allow for users to subscribe to updates • Delayed posting and automatic content expiration notification functionality • Full-function image management tools for on-site content, including image editing, mapping, and multiple-image upload functionality • Content administrators can easily search for specific pages or documents on the back end and are able to search for broken links • Consultant shall provide a “mock-up” demonstration of the workflow process before formal adoption and approval is granted IV. Website Navigation • Navigation structure based on City services and programs, with pages designed for various audiences (residents, businesses, visitors, etc.) • Website search capability with advanced options; prioritize results with pages first, then articles or pdfs, then news releases • The URLs automatically generated by the new site must be short and easy to alter/control by content editors and administrators • Consultant shall use best practices for user heuristics for website navigation • The City prefers a structure that makes content accessible with as few clicks as possible • Breadcrumb trails should be automatically updated when new pages are added or current pages are moved or removed V. Interactive Web Technology • Ability for users to pay for City services online and to integrate with various payment vendors such as Chase, Wells Fargo and others • Online forms and submission capabilities • Dynamic registration forms • Interactive calendar of events • Interactive media capabilities, including RSS feed, photo gallery, etc. • Permit uploading of various file types such as image files, pdf, Microsoft Word, PowerPoint, and other documents • Ability to share specific content via email and on social media sites and to pull social media feeds (like Twitter) into the City’s website • Printer friendly pages VI. Compliance and Usability • Provide 100% compliance with disability access rules as specified by the World Wide Web Consortium and US Federal Section 508 • Compliant with the Colorado Open Records Act (CORA) • Compliant with the Americans with Disabilities Act (ADA) • Compliant with the Colorado Municipal Records Retention Schedule • Add breadcrumbs to every web page • Ability for users to change text size as needed • Ability for website pages to be translated to other languages • Consultant shall provide options for usability testing before formal adoption and approval is granted VII. Hosting and Platform • The website shall interface with DOCUWARE, the City’s document management system • Website analytics and report capabilities • Ability to customize content and design • Ability to add components or plug-ins developed by City staff • Support the use of development/testing servers as well as production servers • Consultant shall provide documentation, training, and surrender of application architecture, workflows, templates, source code, and software licenses purchased by the City • Consultant shall work with City’s IT staff to configure website monitoring and statistics to properly report, alert, and provide a knowledge base of common support issues/resolutions • Preferred solutions will be built on Microsoft technologies (ex. Net, SQLServer, IIS, C#) • Support authentication through active directory (not necessarily native) for the intranet (optional) VIII. Technical Support a. Consultant shall provide options for technical support for six (6) month and twelve (12) month increments b. Consultant shall provide options for training three (3) different user groups: administrators, editors, and content managers for a total of up to 15 employees c. Consultant shall provide written user manuals (electronic and/or paper) for easy reference
