Scope: The primary work to be performed under this contract includes full depth asphalt roadway construction, curb, and gutter reconstruction of the existing Coffman Street roadway from South of 2nd Ave to 9th Ave and the construction of raised, separated bike lanes, widened sidewalks, local and bus rapid transit bus stops, bus only traffic lanes, and landscaping. Construction includes full-depth asphalt roadway reconstruction, traffic signal installation, clearing and grubbing, grading, concrete flatwork, erosion control, signage, storm water piping, inlets and manholes, water service and hydrant construction, seeding and irrigation. All work occurs within an active downtown area with numerous businesses of various types, residential properties, and governmental properties. The Contractor shall supply all labor, materials, and equipment necessary to complete the work in accordance with the contract plans and specifications. This is a CDOT local agency project that includes both state and federal funding. This project has DBE & OJT goals. See specifications for more information.
DISADVANTAGED BUSINESS ENTERPRISE (DBE) CONTRACT GOAL: 8.5%
Minimum Qualifications: The City of Longmont is seeking qualified contractors with applicable experience comparable to the Scope of Work, as described above, for the Coffman Street Mobility Improvements project. Bidders must meet or exceed the following minimum qualification criteria in order to be considered for award:
- Qualified contractors must be prequalified with CDOT.
- Qualified contractors shall have successfully completed the construction of at least two (2) projects of similar scope and complexity to this project within the last ten (10) years. Projects of similar scope and complexity must have been valued no less than $4,500,000. Attachment D - Bidder's Comparable Project Data form must be completed for each qualifying project and submitted with the Bid Submittal Documents. Any Bidder that fails to comply with this requirement may be considered non-responsive.
- The Contractor’s representative who is directly responsible for managing the project and the Contractor’s on-site representative who has immediate charge on a daily basis shall each have satisfactorily completed the same responsibilities on at least two (2) qualifying projects of similar scope and complexity in the last ten (10) years. Representatives shall be employed by Contractor. Contractor’s representative(s) shall be listed as one of the principal members when completing the Attachment F – Bidder’s Officials and Key Personnel Data form, included with the Bid Submittal Documents. Any Bidder that fails to comply with this requirement may be considered non-responsive.
- Qualifying projects must have been performed for federal, state or local government agencies. Projects performed for developers or private entities will not be considered as qualifying projects.
- Qualifying projects must have been performed principally by the bidding Contractor’s own forces. Contractors shall submit the Attachment F – Subcontractor’s Qualification Data form for each of their subcontractors completing any work items specifically listed in the Scope of Work. Subcontractors shall have satisfactorily completed the same responsibilities and successfully completed work of similar scope and complexity to this project. Project(s) of similar nature must be listed when completing the Attachment G – Subcontractor’s Qualification Data form. Any Bidder that fails to comply with this requirement for subcontractor reporting may be considered non-responsive.
