422043 - Comprehensive Compensation Study

The purpose of this Notice of Intent to Sole Source (ISS) is to announce that the City of Longmont intends to award a procurement without full and open competition pursuant to Longmont Municipal Code 4.12.150(J). Only one specific and responsible source is known to have the ability to provide the required goods or services. This is not a Request for Bids, Quotes or Proposals. Interested parties should review the reasoning for the sole source award, and respond as outlined in this ISS if the respondent believes it can supply goods or services that conform to the City’s critical requirements.

The purpose of this notice is solely to allow interested parties the opportunity to assert their ability to meet the critical requirements listed. Therefore, no award will be made based on responses to this ISS.

The City of Longmont’s goal is to provide a compensation system that facilitates recruitment and promotes the retention of staff. A critical piece in meeting this goal is having a job classification and compensation system that addresses both internal equity and external competitiveness with the relevant market. The compensation and classification system should be easy to understand and communicate to employees and leaders. The vendor must have expertise in the field of total compensation analysis and valuation techniques. The vendor must be able to demonstrate their job classification, total compensation system, and recommendations for change have been successfully implemented and maintained in municipalities and larger government organizations.
