Summary of Specifications:
This is a prequalification SOQ for the upcoming Design Build WWTP project. Project Description:The City received a new Colorado Discharge Permit Number CO0026671in November 2011 setting new ammonia limits and a compliance schedule for meeting the new limits. The City must complete WWTF improvements necessary to meet the new permit limits by November 30, 2016. The lower ammonia limits will require upgrades to the secondary treatment process. In 2012, the City completed a planning report to address these new permit limits. The report estimated the build-out population and flow projections would not reach the existing design capacity of the plant and recommended the plant be re-rated to 10.7 mgd ADAF and 13 mgd ADMMF. A site application and engineering report has been submitted to the Colorado Department of Public Health and Environment for the re-rated design capacity and the proposed improvements for secondary treatment and dewatering facilities. A copy of the site application and engineering report has been included with this SOQ to provide further detailed information on this project. The proposed project will consist of activated sludge process improvements including the construction of one additional aeration basin to the existing seven A-basins; conversion of two existing A-Basins into two integrated Centrate and RAS Re-aeration basins (one for redundancy) and the addition of a new RAS/WAS pumping system. The secondary treatment improvements also include the addition of one new secondary clarifier with influent energy dissipating devices and addition of influent energy dissipating devices on the two existing final clarifiers. Proposed biosolids facilities improvements will be included and will replace the existing Belt Filter Presses and solids loading facilities. The biosolids facilities will dewater 100% of the biosolids produced.
