Summary of Specifications:
The City is soliciting written proposals from qualified consulting firms to create and help implement a sustainability evaluation system that can be used to review and evaluate the Department's projects, programs and operations. As currently envisioned, the system would provide a defined method for considering sustainability that includes the following: • A process for discussing and establishing sustainability goals for projects or activities and guidance for using the process • Guidelines for establishing a review team for different types of projects or activities • An evaluation method based on the sustainability goals that uses triple bottom line or other applicable criteria • A structured format, such as an interactive spreadsheet or similar method, for listing goals, criteria, and ratings and documenting the objective and subjective information used in the sustainability evaluation (costs, environmental impacts, social and community considerations, etc.) • A format for summarizing the sustainability evaluation and the review team’s comments and recommendations. • Approaches to integrate the outcomes from the project with the Department’s communication plan to ensure that staff and affected customers are aware of the outcomes, how they contribute to and benefit from the outcomes and their ongoing roles in defining and achieving goals. In developing the evaluation system and guidance, the consultant should consider incorporating sustainability-related factors such as resilience, adaptation, asset management, cost recovery, resource and funding constraints and community values. The primary focus of the sustainability evaluation system will be projects, programs or activities in the Engineering and Operations areas of the Department. Minimum Mandatory Qualifications of Offeror: At least five years of experience working with sustainability programs in public or private agencies, including implementation of some type of sustainability evaluation system for at least two clients. If subcontractors or partners are to be used, they must have experience that complements the experience and abilities of the Offeror or provides expertise in areas applicable to the scope of work.
