Summary of Specifications:
The City is soliciting written proposals from qualified consulting firms to create and help implement an Integrated Pest Management (IPM) plan that will be a reference document and guide to environmentally responsible pest management for City operations. The plan will also include the elements of a Pesticide Discharge Management Plan (PDMP) as required by the General Permit for Discharges from Application of Pesticides issued by the Colorado Department of Public Health and Environment. The portions of the IPM plan that are applicable to the PDMP must be completed by June 15, 2013, to allow the City to certify compliance with CDPHE requirements by July 1, 2013. The Environmental Protection Agency defines Integrated Pest Management (IPM) as “an effective and environmentally sensitive approach to pest management that relies on a combination of common-sense practices. IPM programs use current, comprehensive information on the life cycles of pests and their interaction with the environment. This information, in combination with available pest control methods, is used to manage pest damage by the most economical means, and with the least possible hazard to people, property, and the environment."
Minimum Mandatory Qualifications of Offeror: The offeror or prime is to have at least five years of experience developing and implementing integrated pest management programs and strategies for public agencies and completion of plans and programs for at least five clients. If subcontractors or partners are to be used, they must have previous experience in working with offeror on pest management programs and their experience must complement the experience and abilities of the offeror or provide expertise in areas applicable to the scope of work.
