This is a notice of intent to conduct procurement on the basis of other than full and open competition under Longmont Purchasing Code 4.12.150.J, “…only one specific and responsible source is known to exist for the required supplies or services…” This is not a Request for Quotes or Proposals. No contract award will be made on the basis of responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described.
The City of Longmont is interested in real-time monitoring and analysis of methane in oil and gas wells to determine if there is any potential risk to public safety. The City currently performs annual testing of groundwater and soil vapor analysis on all active wells within the City, and now is expanding the scope of this project to include plugged and abandoned wells. The current annual testing provides us with one data point per year.
Ajax Analytics offers real-time, continuous, 24/7 monitoring for methane (the main source for public safety concerns from oil and gas wells). Ajax offers to use existing groundwater monitoring wells to place their sensors in, which greatly reduces the cost of this investigation. The sensors will be wired to a telemetry unit that is mounted at ground level, and sends data in real-time to a web-based browser, where staff and the public can view methane levels caused by abandoned oil wells. This real-time monitoring will allow anyone to see if there is a change over time in methane levels. Alerts can also be created so that if methane levels get above a certain limit, notifications can be sent out to staff. This will provide the City with a greater resolution of monitoring and the ability to quickly notify nearby residents should a recordable event occur.
