IFB-MD-19003 - Phase 2: Spring Gulch #2 Drainage and Trail Improvement Project

IMPORTANT: A mandatory pre-bid meeting for this project will be held on May 23, 2019, at 9:30 a.m. at the City of Longmont Civic Center, City Council Chambers, 350 Kimbark Street, Longmont, CO  80501.  Bidder attendance at the pre-bid meeting is REQUIRED.  Bidders must sign in at the pre-bid meeting using the company name that will be used on the bid form when submitting their bid.
 
Bidders must be on time to the mandatory pre-bid meeting. Bidders will not be allowed to sign in to the meeting once we start discussing the scope of work.
 
Bidders are advised to arrive early due to delays that may be encountered from construction activities. 
 
SCOPE: The work to be performed under this Contract includes construction of Phase 2 of the Spring Gulch #2 Drainage and Trail Improvement Project. The project consists of constructing an engineered natural drainage and greenway trail along the Spring Gulch #2 drainage way. Project construction includes, but is not limited to:
 

1. Approximately 3800 linear feet of channel and overbank grading, 42 acres of general site clearing and grubbing, stockpiling of excavated material and topsoil for project placement, and access for construction activities where noted on the Plans.
2. Extension of approximately 6720 linear feet of Spring Gulch #2 greenway trail from Stephen Day Park to Union Reservoir involving the installation of a 10 foot wide concrete trail, a 3 foot wide crusher fine trail, 2000 linear feet of fencing, trail signage including interpretive sign boards and two pedestrian bridges.
3. Installation of 3 Pre Cast Box Culverts ranging in size from 13x7, 13x8, and 14x9 at the crossing of Spring Gulch #2 & County Line Road involving the construction of approximately 200 linear feet of concrete headwall on either side of County Line Road, a concrete floodwall along the pedestrian underpass and a boulder retaining wall.
4. Roadway improvements at the crossing of Spring Gulch #2 & County Line Road including asphalt paving, curb and gutter, driveways, striping, signage, push button assemble relocation and the extension of an 8 foot wide detached sidewalk located along both sides of CLR for approximately 1100 linear feet including concrete ramps.
5. Relocation of the Lower Oligarchy Ditch through the construction of a new ditch channel and inverted siphon installation to lower the new ditch below Spring Gulch #2 for approximately 240 feet .
6. Channel work involves grading, water control and stormwater pollution control activities as well as construction of a drop structure, flow control structures and irrigation structure modifications.
7. Utility work required to replace and relocate stormwater inlets, manholes and pipes; water line lowering at the crossing of Spring Gulch #2 & County Line Road, and a box culvert underdrain system including sump pump installation.
8. Installation of landscaping, seeding and irrigation to establish permanent vegetation for all disturbed construction areas in the Spring Gulch #2 Drainage and Trail Improvement Project.

1. The Contractor shall demonstrate successful completion of at least two (2) qualifying projects of similar scope requiring full stabilization of a site similar in size to the 42 acres of Phase 2: Spring Gulch #2 Drainage and Trail Improvement Project within the last 10 years. Projects of similar scope and complexity shall include in-stream channel work requiring water control, channel grading, pre-cast box culvert installation, and concrete headwall construction along a major roadway. Projects shall be identified as two of three projects of similar nature when completing the Attachment D – Bidders Comparable Project Data Form, included with the Bid Submittal Documents. Any Bidder that fails to comply with this requirement will be considered non-responsive.
2. The Contractor’s project representative who is directly responsible for managing the project and the Contractor’s on-site representative who has immediate charge on a daily basis shall each have demonstrated successful completion of responsibilities on at least two (2) qualifying projects of similar scope and complexity in the last ten (10) years. Contractor’s representative(s) shall be listed as one the principal members when completing the Attachment F – Bidder’s Officials and Key Personnel Data form, included with the Bid Submittal Documents. Any Bidder that fails to comply with this requirement will be considered non-responsive.
3. Qualifying projects must have been performed for federal, state, or local government agencies. Projects performed for developers or private entities will not be considered as qualifying projects.
4. Qualifying projects must be valued at a minimum of $1,000,000.00.
5. Qualifying projects must have been performed principally by the Contractors’ own forces. Work performed principally by other contractors or subcontractors will not be considered qualifying.
6. Contract must be able to bond for the full contact amount for this project.
