IFB-MD-16061-F - Resilient Saint Vrain Project (RSVP) - City Reach 1 (Main St to Left Hand Creek)

BACKGROUND:
A major flood event in September 2013 severely impacted Longmont, especially along the St. Vrain Creek. Flooding affected many properties within and outside of the floodplain, damaged infrastructure, and temporarily shut down roads and bridges cutting the City in half. A flood event of this magnitude had not been experienced in Longmont since 1894, and it served as a reminder that the risk of major flood events is real and ever-present. From the disaster comes the opportunity to protect the community while restoring the St. Vrain Creek channel and improving its resilience to future flooding.
 
The Resilient Saint Vrain Project will restore and revitalize the creek corridor through Longmont. The project is split into two reaches: the City Reach from Left Hand Creek west to Airport Road and the Sandstone Ranch Reach from Boulder Creek to County Line Road. Creek improvements will be completed in phases. Construction of the Sandstone Ranch Reach improvements is currently in progress. Final design is currently in process for City Reach 2 from Main Street west to the BNSF railroad bridge.

SCOPE OF WORK:
The primary work to be performed under this contract includes construction of the Resilient Saint Vrain Project – City Reach 1 (Main Street to Left Hand Creek). The project consists of constructing an engineered natural channel to protect key infrastructure and convey 100-year storm flows. Project work includes, but is not limited to:

• approximately 5,350 linear channel feet of stream restoration, in-channel and overbank grading, general site grading, rock excavation, clearing and grubbing, placement and haul of site material, placement of soil riprap bank stabilization, and access for construction activities where noted on the Plans;
• water control and stormwater pollution control;
• installation of the Dickens Ditch diversion system consisting of PVC discharge pipe, electrical panel, two sump inlet connections and pump hook-up connection sites, pump and trailer system, metering manhole with meter and data recorder, grouted boulders, concrete access path, and other appurtenances as shown on the Plans;
• installation of the St Vrain Pump Station No. 1 diversion system consisting of cast-in-place concrete diversion structure with metal screens, stainless steel slide gates, an electric actuator, 42-inch reinforced concrete pipe, cast-in-place manholes, cast-in-place concrete flume structure with data recorder, and other appurtenances as shown on the Plans;
• installation of a reinforced, cast-in-place concrete grade control wall with drilled piers, sand-out channel, grouted boulder and riprap at the Bonus Ditch diversion;
• construction of seven in-stream grouted boulder drop structures with grouted boulder cutoff walls for grade control, fish passage and recreational use;
• construction of two in-stream grouted boulder drop structures with grouted boulder cutoff walls for grade control, fish passage and recreational use;
• Spring Gulch No. 1 water quality facility consisting of pond grading, emergency overflow protection, grouted boulder check structure, 24-inch corrugated metal pipe with flared end sections and 42-inch corrugated metal pipe with flared end sections;
• connection to Boston Avenue roadway drainage consisting of a cast-in-place concrete vault, 36-inch reinforced concrete pipe, and flared end section with rundown protection;
• Harvest Junction storm sewer outfall consisting of removal existing 24-inch storm sewer pipe and new 24-inch flared end section with rundown protection;
• construction of one new single span (127-ft 6-in), pre-fabricated steel truss pedestrian bridge with abutments and wingwalls;
• relocation of one existing single span (108-ft), pre-fabricated steel truss pedestrian bridge and construction of new abutments and wingwalls;
• construction of one new single span (179-ft 6-in), pre-fabricated steel truss pedestrian bridge with abutments and wingwalls;
• approximately 5,065 linear feet of concrete trails and crusher fines edge;
• approximately 340 linear feet of large block retaining wall;
• new skid mounted irrigation pump station, wet well, electrical components and building;
• installation of permanent irrigation system as shown on the Plans;
• removal of existing concrete trails and a pedestrian bridge;
• tree removal and preservation as designated on Plans;
• wetlands plantings, landscaping, seeding, re-vegetation and irrigation.

1. Qualified contractors shall have successfully completed the construction of at least two (2) qualifying projects of similar scope and complexity to this creek project within the last ten (10) years. Projects of similar scope and complexity shall include in-stream channel work requiring water control, channel grading, rock excavation, riprap and grouted riprap drop structures and bank stabilization. Project(s) shall be listed as one of the three (3) projects of similar nature when completing the Attachment C – Bidder’s Comparable Project Data form, included with the Bid Submittal Documents. Any Contractor that fails to comply with this requirement will be considered non-responsive. 
2. The Contractor’s representative who is directly responsible for managing the project and the Contractor’s on-site representative who has immediate charge on a daily basis shall each have satisfactorily completed the same responsibilities on at least two (2) qualifying projects of similar scope and complexity in the last ten (10) years. Contractor’s representative(s) shall be listed as one of the principal members when completing the Attachment E – Bidder’s Officials and Key Personnel Data form, included with the Bid Submittal Documents. Any Contractor that fails to comply with this requirement will be considered non-responsive.
3. Qualifying projects must have been performed for federal, state or local government agencies. Projects performed for developers or private entities will not be considered as qualifying projects. 
4. Qualifying projects must be valued at a minimum of one million dollars ($1,000,000.00).
5. Qualifying projects must have been performed principally by the Contractor’s own forces. Work performed principally by other contractors or subcontractors will not be considered as qualifying.
6. Contractor must be able to bond for the full contract amount for this project.  The engineer’s estimate for this project is greater than $15,000,000.
7. Contractors shall submit the Attachment F – Subcontractor’s Qualification Data form for each of their subcontractors completing any work items specifically listed in the Scope of Work. Subcontractors shall have satisfactorily completed the same responsibilities and successfully completed work of similar scope and complexity to this creek project. Project(s) shall be listed as one of three project of similar nature when completing the Attachment F – Subcontractor’s Qualification Data form. Any Contractor that fails to comply with this requirement for subcontractor reporting may be considered non-responsive.
