IFB-MD-18110-DR - Resilient St. Vrain Project – City Reach 2B Water Line Relocation

IMPORTANT: A mandatory pre-bid meeting for this project will be held on October 4, 2018 at 9:30 a.m. at the City of Longmont Civic Center, City Council Chambers, 350 Kimbark Street, Longmont, CO  80501.  Bidder attendance at the pre-bid meeting is REQUIRED.  Bidders must sign in at the pre-bid meeting using the company name that will be used on the bid form when submitting their bid.
Bidders must be on time to the mandatory pre-bid meeting. Bidders will not be allowed to sign in to the meeting once we start discussing the scope of work.
 
BACKGROUND:
A major flood event in September 2013 severely impacted Longmont, especially along the St. Vrain Creek. Flooding affected public and private properties, damaged infrastructure, and temporarily shut down roads and bridges cutting the City in half. A flood event of this magnitude had not been experienced in Longmont since 1894, and it served as a reminder that the risk of major flood events is real and ever-present. From this disaster comes the opportunity to protect the community while restoring the St. Vrain Creek channel and improving its resilience to future flooding.
 
The Resilient Saint Vrain Project will restore and revitalize the creek corridor through Longmont. The project is split into two reaches: the Sandstone Ranch Reach from Boulder Creek west to County Line Road and the City Reach from Left Hand Creek west to Airport Road and. Creek improvements will be completed in phases.
Construction of the first two phases, Sandstone Ranch Reach and City Reach 1 (Left Hand Creek west to Main Street) is complete. City Reach 2A (Main Street west to Colorado Way) is currently under construction. Final design is currently in process for City Reach 2B from Colorado Way west to and including the BNSF railroad bridge.

SCOPE OF WORK:
The primary work to be performed under this contract includes construction of the Resilient St. Vrain Project – City Reach 2B Water Line Relocation. The project consists of replacing a 16-inch ductile iron water main. Project work includes, but is not limited to:

• Mobilization;
• Clearing and grubbing;
• Tree removals and tree protection;
• Removal of concrete trails and asphalt pavement;
• Site grading, excavation and rock excavation;
• Water control and stormwater pollution control;
• Installation of new 16-inch potable water main and appurtenances
  • including a river crossing with casing pipe, and
  • including a trenchless crossing of the BNSF railroad;
• Installation of new 8-inch potable water main and appurtenances;
• Connections to existing fire services; and
• Site re-vegetation

• Qualified contractors shall have successfully completed the construction of at least two (2) qualifying projects of similar scope and complexity to this water line replacement project within the last ten (10) years. Projects of similar scope and complexity shall include a minimum of 16-inch diameter water main installation including a stream crossing and a trenchless crossing. Project(s) shall be listed as one of the three (3) projects of similar nature when completing the Attachment D – Bidder’s Comparable Project Data form, included with the Bid Submittal Documents. Any Contractor that fails to comply with this requirement will be considered non-responsive.
• The Contractor’s representative who is directly responsible for managing the project and the Contractor’s on-site representative who has immediate charge on a daily basis shall each have satisfactorily completed the same responsibilities on at least two (2) qualifying projects of similar scope and complexity in the last ten (10) years. Contractor’s representative(s) shall be listed as one of the principal members when completing the Attachment F – Bidder’s Officials and Key Personnel Data form, included with the Bid Submittal Documents. Any Contractor that fails to comply with this requirement will be considered non-responsive.
• Qualifying projects must have been performed for federal, state or local government agencies. Projects performed for developers or private entities will not be considered as qualifying projects.
• Qualifying projects must have been performed principally by the Contractor’s own forces. Work performed principally by other contractors or subcontractors will not be considered as qualifying.
• Bidders must have a DUNS number assigned to them and must have the SAM registration completed prior to submitting a bid. See Special Conditions for more information.
