RFP-DH-1513 - Special Counsel - Natural Gas Franchise Negotiations

Summary of Specifications:
Special Counsel will advise and collaborate with various City staff including Engineering Services, Risk Management, Power and Communications, Finance, and the City Attorney’s Office to establish a timetable and prepare the City for natural gas franchise negotiations with Xcel. Special Counsel will assist in review of comparative data, review and analysis of proposals from Xcel, and advise on drafting City proposals and counterproposals to negotiate a franchise agreement with Xcel. Special Counsel may be asked to represent the City during negotiations with Xcel as lead negotiator or in a support role. Special Counsel attendance at internal City work sessions or Xcel bargaining meetings will be mutually agreed upon with the City upon adequate notice of scheduling.
