Summary of Specifications:
The City is a full service City with its own water, sewer and electric utilities (as a member of the Platte River Power Authority). In addition, the City through its Telecommunications Enterprise owns and operates an 18 fiber–optic backbone ring which it uses for City use and leases to public and private entities. The City enters into collocation agreements and wireless telecommunication site agreements for use of City facilities. The City also has a cable television Franchise Agreement with Comcast which expires in May 2014, which is administered by the City’s Enterprise Technology Services division. In 2009 the City put a ballot question on the ballot seeking approval to offer advanced services, cable television and telecommunications services, in accordance with C.R.S. 29-27-101, et seq., but the ballot question failed after heavy negative advertising by entrenched telecommunication interests. The City is considering a similar ballot question for the 2011 general election ballot. Telecommunications Special Counsel will provide advice on telecommunications issues as requested by the City.
