IFB-423035 - Spring Gulch #2 Greenway Improvements – Phase III

Note: Bidder attendance at the pre-bid conference and on-site showing are MANDATORY.

Scope: Work for this contract shall consist mobilization; clearing and grubbing; minor channel grading; excavation; placement of fill; on-site material stock piling; off‐site haul of excavated excess material; water channel control; erosion control; landscaping; fencing and railings; re-vegetation; irrigation system; large block retaining walls; deep pier foundation drilling and installation, concrete box culverts; concrete headwalls; water line construction; removal and rebuild of railroad track facilities; storm water piping, inlets, manholes; minor removal of pavement, removal of concrete, asphalt paving, concrete trails, striping, and signage. The Contractor will supply all labor, materials, and equipment necessary to complete the work in accordance with these specifications. The total quantities and type of work estimated in the Bid Schedule is representative of the estimated quantities; however, these quantities may be revised by the City to represent actual field conditions at the time of construction.

Bid Conditions (Minimum Mandatory Qualifications):
The City of Longmont is seeking qualified contractors with applicable experience comparable to the Scope of Work, as described above. Bidders must meet or exceed the following minimum qualification criteria in order to be considered for award:

• Qualified Contractors and/or Contractor’s subcontractors shall have successfully completed the construction of at least two (2) qualifying projects of similar scope and complexity within the last seven years. Projects of similar scope and complexity shall include construction of a structure rated for Cooper E-80 railroad live loading in accordance with the American Railway Engineering and Maintenance-of-Way Association (AREMA). Project(s) must be listed as one of the three projects of similar nature when completing the Attachment D – Bidder’s Comparable Project Data form, included with the Bid Submittal Documents.
• The Contractor’s representative who is directly responsible for managing the project and the Contractor’s on-site representative who has immediate charge on a daily basis shall each have satisfactorily completed the same responsibilities on at least two (2) qualifying projects of similar scope and complexity in the last seven (7) years. Representatives shall be employed by Contractor. Contractor’s representative(s) shall be listed as one of the principal members when completing the Attachment F – Bidder’s Officials and Key Personnel Data form, included with the Bid Submittal Documents.
• Qualifying projects must have been performed for federal, state or local government agencies, for structures rated for Coopers E-80 railroad live loading in accordance with AREMA constructed for OmniTRAX, BNSF Railway Company, or Union Pacific Railroad. Projects performed for developers or private entities will not be considered as qualifying projects.
• Qualifying projects must have been performed principally by the bidding Contractor’s and/or subcontractor’s own forces. Work performed principally by other contractors or subcontractors will not be considered as qualifying.
• If Contractor is utilizing a subcontractor for completion of the planting, landscaping, revegetation, and irrigation scope of work, Contractor must submit the Attachment G – Subcontractor’s Qualification Data form for the subcontractor completing the specified scope of work. Subcontractors shall have satisfactorily completed the same responsibilities and successfully completed work of similar scope and complexity, and project(s) shall be listed as one of three projects of similar nature when completing the Attachment D – Bidder’s Comparable Project Data form. Any contractor that fails to comply with this requirement for subcontractor reporting may be considered non-responsive.
• The Contractor must utilize one of the subcontractors pre-approved by Great Western Railway (GWR) for all work that directly impacts facilities owned and maintained by GWR. This includes removal, replacement, installation, or repair of rails, ties, ballast, subballast, and miscellaneous track material.  See Special Conditions, paragraph SC36 for a list of pre-approved subcontractors.  One of the pre-approved subcontractors must be listed on Attachment G – Subcontractor’s Qualification Data form.
• Any Contractor that fails to comply with these requirements will be considered non-responsive.
