Summary of Specifications:
The City of Louisville is issuing a Request for Proposals (“RFP”) from qualified ‘teams’ to provide Disaster Recovery Design / Build Services related to the flood disaster of September 2013 which caused extensive damage throughout Louisville and surrounding communities.
The City of Louisville reserves the option to award contracts to multiple Teams but would prefer to award to a single Team which is able to provide all of the services requested.
The selected team / company will perform a variety of technical, design, construction and project-specific functions, including, but not limited to:
1. Design/Build Teams or Firms shall provide extensive knowledge, experience and technical competence in dealing with design and construction of golf courses, irrigation systems, earthwork, grading, drainage, erosion control, stream channel restoration and related structures. 2. Evaluate/confirm the extent of flood damage in relation to pre-flood conditions. Damage includes, but is not limited to;
• Asphalt parking lot • Cart paths, trails and bridges • Dillon Road Bridge area, damage to golf cart underpass, sump pump, trails and bridge. • Irrigation system and system components • Pump station and booster pump station • Siltation, erosion, and debris deposits to greens, tee boxes, fairways and roughs • Siltation, erosion, debris deposits and damage to drains at bunker locations. • Tree and vegetation damage • Damage, displacement and loss of miscellaneous signage, ball washers, rakes, flags at greens, tee markers, benches and trash receptacles • Siltation, erosion and damage to ponds and pond liners • Siltation and erosion to existing drainage patterns • Siltation, erosion and debris deposits resulting in damage and degradation to the existing stream channel 3. Develop itemized and detailed cost estimates to reconstruct damaged portions of the golf course to return them to pre-flood conditions. 4. Provide design development, construction / reconstruction plans and specifications sufficient to rebuild damaged portions of the golf course 5. Provide construction / reconstruction plans and specifications to reclaim and stabilize the Coal Creek Stream Channel in accordance with state and federal regulations 6. Provide construction / reconstruction and plans and specifications to rebuild the access road between the golf course and the maintenance shop 7. Responsibility for coordination of submittal reviews and permitting processes. 8. Provide quantity take off’s, volume calculations, pricing information and supporting documentation to the City for its application to the Federal Emergency Management Agency (“FEMA”) and other agencies for reimbursement of construction costs related to the flood disaster. 9. Provide a detailed project schedule highlighting the critical path and milestones. 10. Hold weekly progress meetings, record and distribute meeting minutes. 11. Provide weekly construction progress updates and photos for posting on the City’s Website and/or an independent project website for review of progress by stake holders and the public. 12. Prepare presentation materials, (graphics, charts, electronic presentation materials etc. as needed) and present to the Golf Course Advisory Board (“GCAB”), City Council and other stakeholders as requested. 13. Incorporate the requirements listed above to address major deficiencies identified within the Golf Course Improvement Plan as a series of additive alternates (“Add Alt’s”) to the contract to be constructed concurrently with disaster recovery construction.
Consultant qualifications must, at a minimum, include the following:
• Demonstrated experience in developing and implementing successful innovative solutions to complex golf course redevelopment and renovations and the ability to identify, recommend and implement cost-effective improvements that can be maintained and have longevity. • Have the ability to work collaboratively with team members and Owners Representatives.
