Description

The City is requesting proposals from qualified consultants for the purpose of conducting a 2022 CEF Study. The goals of this project include, but are not limited to:
• Analyze and recommend methodologies to determine the assessment of capital expansion fees, including review of the City’s current methodology and any recommended best practice alternatives for both government CEF and Loveland Fire Rescue Authority capital improvement impact fees.
• Analyze and recommend appropriate CEF to fund the City’s Capital Improvement needs as it relates to growth and development.
• Analyze and recommend an annual escalator to apply to all fees to offset the cost of constructing infrastructure assets.
• Provide CEF rate comparisons with at least seven surrounding governmental agencies.
• Analyze and recommend methodologies to address affordable housing as either a separate issue or component of existing or recommended CEF.
• Provide fees for Single Family and Multi Family Homes based on per unit and per square footage of home or lot size.

Proposals must be received electronically at bids@cityofloveland.org on or before 2:00 p.m. Mountain Time (“MT”) Thursday, February 24, 2022, at which time they will be recorded, but not publicly opened.
The electronic date and time on the email will determine if the proposal was received before the prescribed time. Please put the name of the RFP in the subject line of the email and name the attached proposal: Name of RFP-company name. Any proposal arriving after the deadline will not be considered. Responsibility for timely submittal and routing of proposals prior to recording lies solely with the proposer. Please be aware that the City internal email server scans all emails with attachments and delays the receipt of those emails by up to 4 minutes so plan your time of submittal accordingly.
