Description

It is the intent of this RFP to select a consulting firm to provide an inventory of existing City owned
infrastructure within the Project Limits, assess and document the condition of existing City owned
infrastructure including pavement and curb, gutter and sidewalk within the Project Limits and prepare
conceptual level construction drawings with associated unit cost estimates and an implementation plan to modify City owned infrastructure within the Core Area identified in the HIP Street Modernization Plan. The assessment shall include ADA compliance for accessibility, including sidewalks, pedestrian ramps and street cross slopes.
The terms “relocation” and “modify City owned infrastructure” as it relates to this RFP signifies relocating infrastructure to match the proposed HIP Street Modernization roadway cross-sections, replacing infrastructure in poor condition, incorporating known upsizing needs through use of the City’s various master plans and the undergrounding of all power lines within the Core Area.

Prospective consultants shall submit four (6) hard copies of their proposal in addition to one electronic
copy in PDF format on a DVD, CD or flash drive, all of which shall become the property of the City and
therefore a public record. Any material that is to be considered confidential should be clearly marked as such.
In a separate, sealed envelope with the following clearly written on the front: “Professional Services
Rates & Project Cost” and your firm’s name, please provide your firm’s current rate sheet along with
your proposed cost for this project broken down into the sub-projects and key areas of work needed,
including all expenses (surveying, utility locating services, potholing services, printing, meeting
attendance, travel, etc.) to complete this project based on your understanding of the RFP. The rates
and cost sheets will be opened only after initial consultant scoring. This project has a
predetermined budget, cost must be considered as a factor in the final selection process.
