Description

The City of Manitou Springs (referred to herein as “the City”) has pre-qualified for a State Revolving Fund (SRF) loan and is requesting proposals from consulting firms or individuals qualified and experienced in the field of Water Treatment. Experience with the State Revolving Fund program is preferred.

This project is deemed a CO SRF Equivalency project and is required to meet certain additional federal requirements: Davis-Bacon (Prevailing Wages); AIS (American Iron & Steel); Archeological & Historic Preservation Act; Civil Rights & Equal Employment Opportunity, Neutrality in Contracts, OSHA; Disadvantaged Business Enterprise subcontracting; and Build America, Buy America (BABA).

The City is seeking engineering services for but not limited to the City’s planned 2023 – 2024 Capital Improvement Programs (CIP) Projects. (See the attached RFP for details).

As space at the Water Treatment Plant is limited, more than one pre-proposal conference may be held on above listed dates at the City of Manitou Springs Water Treatment Plant. Please RSVP with Alicia Stoke, astoke@manitouspringsco.gov including anticipated attendance number from your company. Actual times will be provided upon receipt of RSVP. The purpose of these pre-proposal conferences is to discuss this Request for Proposals and to conduct a tour of the City’s water storage and treatment facility. While attendance at a Pre-Proposal Conference is not required, it is strongly encouraged.
