21-042 - Professional Consulting Svcs-Pueblo Food Project Entrepreneur Support Program

The City of Pueblo is soliciting proposals from qualified consultants or companies to assist the Pueblo Food Project (PFP) in developing an entrepreneur support program. The program design will be utilized to educate, cultivate, and advocate for small food and beverage entrepreneurs through formal and informal curriculum and programming that systematically connects makers with the needed resources to start or grow businesses and successfully bring new products to market. At a minimum, the program should include plans for a 15-week semester curriculum to be embedded in one of Pueblo’s existing educational institutions, a sustainable resource repository, an equity-focused prototyping program, integration into an e-commerce platform, and a Farmer’s Market testing program that incorporates both Pueblo and other markets. (Note: This project will be most successful if existing community resources are identified and utilized as part of the curriculum.)

The City intends to issue one agreement for this project. Consultant will provide a not-to-exceed fee schedule for development of the program; no proposals will be considered with a budget larger than $15,000. The work under this Agreement will vary in scope and complexity. Proposer (this term used interchangeably with “Consultant”) is encouraged to demonstrate diversity of skills and abilities as they relate to program strategy and development, implementation, and organizing data from a myriad of sources in a user-friendly fashion. Agreement shall cover all staff and equipment necessary to perform these services with reimbursable expenses to be agreed upon prior to initiation of project. (Note: An additional agreement will be reached with a consultant for the implementation of the program.)
