FS/CA/IDDEAS_START_3.19.21 - I/DD Mental Health Services START Pilot

The City and County of Denver through the Intellectual and Developmental Disabilities Equitable Access to Services (IDDEAS) program under Denver Human Services (DHS) Prevention & Protection Division is seeking proposals from qualified agencies and organizations to develop and implement the START (Systematic, Therapeutic, Assessment, Resources and Treatment) model in Denver. START is an evidence-based model providing community-based crisis prevention and intervention services for individuals with intellectual or developmental disabilities with mental/behavioral health needs (IDD/MH) and their families or caregivers. Development of the START team will be in collaboration with the Center for START Services at the University of New Hampshire Institute on Disability (CSS).

Total funding available under this Request for Proposals (RFP) is up to approximately $5.4 million over 3 years, where the initial contract term and renewal terms are for 1 year of work at a time. The City intends to execute contracts commencing on September 1, 2021 and ending August 31, 2022, with the option to renew for 2 additional one-year terms, based on service development and performance. Based on ability to achieve START Program Certification and effectively provide START services to Denver residents with IDD/MH, selected program(s) may be eligible for renewal terms contingent on service development and performance. In all cases the City and County of Denver and DHS reserve the right to negotiate all contract amounts.
