CDOT is requesting a firm that specializes in construction and engineering cost estimating, capable of providing CDOT with detailed pricing from a construction project's conception phase through closeout, including review of guaranteed maximum pricing submittals per the requirements identified in the State of Colorado design/build contract, verification of proposed change order and/or contract amendment costs. Firms must provide evidence of access to databases of historical and current local construction and engineering cost figures including labor, material and equipment rental costs for the various regions across Colorado. The selected firm shall be capable of preparing estimates and/or verifying proposed construction and change order/contract amendment costs at various stages throughout the construction and design process for projects throughout the State upon request. This will include a 24- to 48-hour turn-around time for brief questions regarding change order and/or contract amendment cost verifications less than $100,000. In the event that submitted costs are not acceptable, provide specific detail to CDOT as to why the pricing is not appropriate. Additionally, CDOT is requesting a firm that is proficient in the use of the most up-to-date industry project controls and estimating software.
All required licenses and certifications shall be kept current for Software applications used on CDOT projects. Upon Request, construction cost estimating services may include: • Conceptual Project Budgets • Construction Bid Estimates • Guaranteed Maximum Price Review • Contract Cost Review • Lump Sum Estimates • Fixed Price Estimates • Value Engineering Cost Estimates • Quantity Take-offs in order to quantitatively itemize materials, labor and equipment • Life Cycle Costing • Change Order and Contract Amendment Evaluations including wage rates, overhead and benefits • Material Escalation Analysis • Project Closeout Costs • Claims Pricing and Evaluation Minimum Requirements Minimum Requirements for this project include a team member having a license to practice Engineering and/or Architecture in Colorado, and completion of estimating projects of similar scope and complexity.
