On behalf of the State of Colorado, the Colorado Department of Local Affairs (DOLA) is seeking consultant support for 2024 Land Use and Housing Laws Implementation, which relates to laws passed by the Colorado General Assembly in the 2024 legislative session. DOLA grouped the associated tasks into three scopes of work in an attempt to match work needs with areas of consultant expertise. The scopes of work cover a timeline for work between October 2024 and March 2027, while the scope for Strategic Growth and Natural Lands Reports will conclude sooner, with an anticipated end date as early as December 2025. Each law has specific due dates prescribed by the legislature. In many cases, the due dates in law dictate the due dates for deliverables in these scopes of work and will require expedited processes and work products for both the consultants and DOLA. In some cases DOLA developed preliminary guidance (available at https://cdola.colorado.gov/2024-land-use-and-housing-legislation) related to certain deliverables that the consultant(s) will be asked to build upon. In addition, DOLA factored in a minimum of 30 days for DOLA leadership review and Governor’s Office review as relevant for certain deliverables. Any proposing consultant should be able to commit to an efficient procurement process and delivering high quality work products in a constrained timeline. Consultants may bid on one, two, or all three scopes of work. Consultants must bid on entire scopes and may not bid on individual tasks, however, consultants may choose to exclude tasks listed as optional.
