Purpose – Services Required-Product Needed
The purpose of this request for Documented Quote(s) is to obtain competitive quotations from qualified individuals and firms to assist DOLA (Divisions of Local Government and Housing) to perform research and obtain stakeholder input (primarily through a DOLA-appointed, informal technical advisory committee) to inform the development of a guidance document that describes how DOLA will interpret Prop 123 requirements (CRS §29-32-105(2)(a)) for a compliant “Fast Track” review process for affordable housing projects, as defined by Proposition 123.

This solicitation is published using both the Colorado Vender Self-Service portal (VSS) and the Rocky Mountain BidNet systems. Proposing vendor/consultant must be registered on both VSS and BidNet in order to download solicitation documents and information and to be considered responsive at the time set for submission competitive quotations. Proposer/vendor (selected consultant) registration (Colorado VSS Registration and BidNet Registration) has to be current as of the Submission Deadline, specific to this Documented Quote, and as noted on the Colorado VSS and BidNet webpages.
Proposer/vendor/consultant registration status is based on the Proposer Federal Employer Tax ID Number (FEIN). This FEIN shall be the number used to determine if, or if not, a submitting proposer is registered and submitted documents accepted for review by DOLA staff.
One emailed copy of competitive quotation and one copy uploaded to the Rocky Mountain BidNet system, in .pdf format, which will serve as the “original” in place of a hard-copy, must be submitted.
