DQ1-NHAA-2021000293 - Homeownership Assistance Fund Consultant (HAF)

The purpose of this DQ is to obtain competitive quotations from qualified individuals and firms to provide DOH with services to facilitate the work pursuant to US Treasury issued guidance on April 14th, 2021 regarding the Homeownership Assistance Fund (HAF) through HR1319: American Rescue Plan Act (ARPA). https://home.treasury.gov/system/files/136/HAF-Guidance.pdf Following this guidance and funding availability, the US Treasury will be transferring $17.5M of Homeownership Assistance Funds (HAF) to Colorado's Department of Local Affairs (DOLA), Division of Housing (DOH). This is 10% of the total award for Colorado ($175,080,858.00). The US Treasury will only transfer 10% while each HAF recipient develops a HAF Plan for allocating the homeownership funds.

DOLA will use a portion of this initial funding to assess homeownership needs statewide and develop an HAF plan. This HAF plan will follow a public input process that is being developed through this process. The HAF plan will be submitted prior to June 30, 2021.
