DLG-DQ1-2024000090 - Land Use On-Call Expert – Consultant Needed

The Department of Local Affairs Division of Local Government (DOLA-DLG) is seeking a consultant to assist the Community Development Office (CDO) with a technical analysis of local government land use strategies, answering in-depth questions, and providing deep subject matter expertise and advice in support of local government implementation of land use strategies promoting affordable housing and sustainable land use development patterns. The consultant may also help the multi-agency team analyze land use strategies and their impact together as a group.
The consultant will work closely with CDO’s senior planner, providing, on average, 5-10 hours per week in research and advising on nationwide and statewide local government land use regulatory strategies and innovations (especially as they relate to the Strong Communities land use best practices list).
CDO will request regular check in emails and calls (roughly weekly) during busy times and less often during less busy times. This work will support communities as the State continues to recover from the economic impacts of the pandemic, especially impacting housing affordability and local government land use capacity.

In Sum: Services will include:

• problem-solving,
• analysis,
• brainstorming solutions to common land use challenges, and
• may include some limited facilitation of small internal working groups.
