DQ –NLAA-20230000519 - Local Housing Commitment Planning Consultant

The Department of Local Affairs Division of Local Government (DOLA-DLG) is seeking a consulting team to assist the Community Development Office (CDO) in providing technical assistance to Colorado county and municipal government representatives as they seek to establish affordable housing baselines and commitments as prescribed by Proposition 123 and voted into law by the voters in November 2022, and HB23-1304, which is to be sent to the Governor for his review and consideration. This strategy further incentivizes affordable housing development in their jurisdictions. 
CDO will partner with the DOLA Division of Housing (DOH) and the Office of Economic Development & International Trade (OEDIT) – in partnership with the Colorado Housing and Finance Authority (CHFA) -- to ensure consistency of guidance and the utilization of existing DOH tools and resources. This work is necessary to support local governments in qualifying their communities for funding to develop affordable housing. THIS WORK, which is  mportant to support recovery from the COVID-19 pandemic, which put additional pressure on housing affordability statewide. These funds come from the Innovative Affordable Housing Strategies program, designed to support local governments in their work to incentivize affordable housing development.
